First, Make Sure You Are in the Right Anthony
There are two of them, side by side, split by the state line. Anthony, New Mexico is in Doña Ana County. Anthony, Texas is in El Paso County. They share a name, they nearly share a main street, and the disposal rules, permit authority and haulers are not the same.

City Permits, Not County
Anthony incorporated in 2010, so it has its own governing body. If your container sits on your own property you do not need a permit. If it needs to go on a city street or right-of-way, that approval comes from the City of Anthony rather than from Doña Ana County or Las Cruces.

Sizing for Small Lots
The practical constraint in Anthony is not how much debris you have, it is how much room the truck needs to set the container and get back out.
