Doña Ana is an unincorporated community. There is no village permit office. Doña Ana County rules apply, and on your own property no permit is required at all.
Worth being clear, because the name causes confusion: the community of Doña Ana and Doña Ana County are not the same thing, and being inside the county does not put you inside the City of Las Cruces permitting area.
